In fact, the only time I got the stuttering is when I disabled the Steam overlay, and it was exactly like I remembered it. I've found this is not necessary in the latest version, on modern hardware (my specs below). Some people have said that disabling the Steam overlay while playing had fixed it for them. In older versions, and with a previous setup I played this on (AMD Phenom 2 processor and SLI 8800GT/GTX 480) I would have to run the game from the "LaunchGTAIV.exe" file instead of through steam, to get around this stuttering happening. This port has had long standing issues with framerate stuttering even on wildly overpowered hardware, ever since it was released. Be aware that you will need to manually control the camera when using the e-brake from now on, but at least it will not be flying in front of your car.ģ. Look for the handbrake cam option in the "Display Options" tab and disable it. This "feature" wildly rotates the camera when you use your handbrake, usually resulting in you crashing your vehicle.

When you launch the game it will limit the frames to 50, and all other programs will still run without a limit, by doing it this way. After it's added in Rivatuner, click GTAIV.exe on the list and in the right side of the window, set the "Framerate limit" to 50.
Open up Rivatuner by double clicking the icon for it in your taskbar (looks like a monitor with a number in the corner), and then click the "Add" button in the bottom-left corner, and add GTAIV.exe (located in your Steam\steamapps\common\Grand Theft Auto IV\GTAIV) folder.

I personally use Rivatuner, which is included when you install MSI Afterburner. People used to playing games on PC at 60+fps may think this is a 5h!tty compromise, but trust me, it is the best way to enjoy the game, and also prevents weird glitches like double input in the menus and the framerate jumping up and down wildly in the game, giving a more consistent experience. You'll need to use a framerate limiter in windows and set it to 50 fps cap to make everything smooth. This happens because of the framerate jumping to levels beyond what the port can handle correctly. Cutscenes have stuttering animation which looks terrible/nauseating.
